    Argentine Lawmaker Pushes for Transparency on Youth Betting Prevention Initiative

    Nearly two years since Buenos Aires province unveiled an initiative targeting adolescent gambling problems, a member of the provincial legislature is questioning its progress and results.

    Valentín Miranda, a provincial deputy, has submitted an official information request to the administration of Governor Axel Kicillof regarding the Comprehensive Plan to Tackle Problem Gambling Among Adolescents. This program was rolled out during July 2024.

    Miranda’s inquiry seeks clarification on whether the program remains operational, which officials currently oversee it, and the frequency of coordination meetings among stakeholders.

    Several senior provincial administrators originally unveiled the program. The group included Health Minister Nicolás Kreplak, Security Minister Javier Alonso, Justice Minister Juan Martín Mena, then-Education Director Alberto Sileoni, and Gonzalo Atanasof, who heads the Provincial Lottery and Casino Institute.

    During the program’s unveiling, provincial authorities stated the initiative would bring together seven ministries and governmental bodies. The collaborative framework was designed to synchronize healthcare services, educational outreach, and enforcement activities to combat the surge in teenage online betting.

    While Miranda acknowledges widespread political consensus recognizing youth gambling as a serious concern, he contends that concrete evidence demonstrating the plan’s effectiveness remains virtually nonexistent.

    Deputy Requests School Intervention and Treatment Statistics

    The legislator has requested comprehensive information regarding investigations, research studies, and governmental policies connected to the program. He particularly wants clarification on what contribution the General Directorate of Culture and Education has made toward resolving the problem.

    Miranda has specifically inquired about educational awareness initiatives within schools and whether educators have received specialized training to identify gambling-related warning signs in their students.

    He has additionally requested statistics on treatment programs and support services available to young people struggling with gambling problems. This encompasses figures on the number of beneficiaries and the extent of family involvement in both prevention strategies and rehabilitation efforts.

    Another major issue Miranda has highlighted involves the absence of comprehensive official data tracking underage participation on gambling platforms. He emphasized that this information void undermines the ability of authorities to execute their responsibilities properly.

    Miranda characterized his information request as collaborative in nature rather than adversarial. He emphasized universal agreement on combating adolescent gambling dependency and expressed his desire to facilitate progress.

    “We are counting on the promptness of the executive branch’s reply to our queries,” he said.

    Gambling Oversight Commission Remains Dormant

    Earlier in the current year, throughout the Buenos Aires Congress of Deputies’ inaugural session, legislators authorized the establishment of a Commission on Gambling, Lottery, and Prevention of Gambling Addiction. This commission was intended to examine legislative proposals concerning gambling regulation.

    Opposition legislators report that the commission has yet to be constituted. This holdup has prevented advancement on numerous bills designed to address youth gambling concerns.

    Among these stalled proposals is legislation that cleared the Addiction Prevention Commission during November 2024. That bill consolidated several proposals from opposition deputies all focused on combating underage gambling.

    Miranda has emphasized the extensive damage inflicted by youth gambling addiction. He noted that the dependency impacts adolescents’ financial stability, family relationships, social connections, academic performance, and future employment prospects. He further highlighted that it contributes to both physical ailments and psychological disorders.

    When the prevention plan initially launched, Government Minister Carlos Bianco explained it was developed following direct instructions from Governor Kicillof to support teenagers and oversee gambling operations.

    Health officials at that time released findings from a June 2024 study involving 434 high school students. The research determined that 34% of respondents had engaged in online gambling on at least one occasion.

    Recommendations outlined at launch included school-focused educational campaigns, professional development for teachers, IP-blocking of gambling websites on school networks, biometric verification systems for age confirmation, and enhanced restrictions on gambling advertisements.
