PlayCity Introduces Digital Reporting System for Unlawful Gambling Advertisements in Ukraine

oliBy oliMay 6, 20263 Mins Read

    Key Highlights

    Contents

    • PlayCity, Ukraine’s gaming oversight body, introduced a web-based reporting mechanism enabling residents to submit complaints about unauthorized gambling promotions via its official site
    • Users can submit evidence including URLs, images, and video recordings from various channels such as digital platforms, television broadcasts, radio programs, and billboards
    • An automated archiving feature captures temporary content like ephemeral social posts, ensuring regulators can examine materials after their natural expiration
    • Penalties for violations reach ₴5,188,200 (approximately $120,000), with PlayCity collaborating alongside Meta, Google, TikTok, YouTube, and additional platforms to eliminate unlawful promotions
    • Since replacing KRAIL as Ukraine’s gaming authority in June 2025, PlayCity has levied close to ₴80 million ($1.8 million) in sanctions

Ukraine’s gaming oversight authority has introduced a significant enhancement to its enforcement capabilities against unauthorized gambling promotions. PlayCity, the governmental body tasked with monitoring the gaming industry, now offers a streamlined web portal where residents can directly report violations.

The reporting mechanism is currently accessible through PlayCity’s primary website. It transforms what had been a cumbersome manual submission procedure into an efficient digital workflow.

Complainants begin by identifying where they encountered the questionable advertisement. Available categories encompass digital platforms, internet sites, broadcast television, radio programming, physical signage, and additional distribution channels.

Following category selection, individuals can attach corroborating materials. These may consist of web addresses, photographic evidence, or recorded footage documenting the violation.

Operational Framework of the Complaint Portal

Following submission, all documentation gets preserved within PlayCity’s internal database. Those filing reports receive electronic notifications tracking their submission’s review status.

A noteworthy capability addresses fleeting digital content. Ephemeral social media posts, notably, typically disappear within a day’s time.

When complainants provide URLs to temporary content, the platform immediately captures and stores it. This ensures PlayCity personnel retain access to review materials regardless of their subsequent removal from public view.

“We continue to digitalize processes in the field of gambling regulation and make interaction with PlayCity even more convenient,” the regulator said in a press release last week.

Every submission undergoes preliminary assessment by PlayCity personnel to establish whether Ukrainian legislation has been breached. Upon confirming infractions, the regulatory body can mandate content removal from digital platforms.

Accounts repeatedly distributing illegal gaming advertisements face permanent suspension. When violator identification proves challenging, PlayCity engages law enforcement assistance for investigative tracing.

The authority possesses enforcement powers enabling monetary sanctions reaching ₴5,188,200, equivalent to approximately $120,000, targeting illegal gambling promotional activities.

Expanded Enforcement Initiatives Against Unauthorized Promotions

PlayCity has simultaneously cultivated strategic partnerships with prominent technology corporations. Active collaborations include Meta, Google, TikTok, Twitch, Viber, and YouTube, focused on restricting distribution of unlicensed gaming material.

During the previous month, PlayCity revealed a dedicated agreement with YouTube targeting the elimination of illegal gambling promotions on that service.

Through this initiative, one content creator’s channel attracting over 3,000 followers was permanently removed following gambling promotion violations. Additionally, promotional content for an unauthorized casino was deleted from a separate channel boasting more than 133,000 subscribers.

PlayCity represents a recently established regulatory entity. Its formation occurred in June 2025, succeeding the Commission for the Regulation of Gambling and Lotteries, commonly referenced as KRAIL.

KRAIL had undergone dissolution during the preceding year following widespread criticism regarding licensing inefficiencies and antiquated operational frameworks. Ukrainian governmental leadership determined comprehensive restructuring was essential.

Throughout its initial eleven-month operational period, PlayCity has demonstrated aggressive enforcement. The organization has imposed nearly ₴80 million, representing roughly $1.8 million, in financial penalties addressing illegal gaming operations.

Additionally, it has modernized Ukraine’s complete gambling licensing infrastructure through integration with Diia, the nation’s comprehensive digital governmental services ecosystem.
